Council and Committees
Full Council
Full Council is the Local Authority’s highest decision making board. It receives recommendations from Committees and make Council Resolutions. Full Council is Chaired by the Council Chairperson, Ald. Makuyana Godfrey of Ward 4. The Vice Council Chairperson is Cllr. Masiya Edmore of Ward 28.
Admin and HR Committee
The Committee’s primary purpose is to establish a streamlined and effective administrative framework, underpinned by a suitable degree of formalization, to support organizational operations, human resources planning, and general Council management.
Finance Committee
The Committee’s primary focus is ensuring the financial health of the local authority through efficient management, accountability, and the promotion of the value-for-money principle across all departments.
Audit Committee
The Committee serves as an independent and objective assurance and consulting entity for the local authority. Its purpose is to enhance Council operations by adopting a systematic and disciplined approach aimed at improving the efficiency of risk management, control, and governance processes.
Technical Services Committee
The Committee’s responsibilities include road maintenance, fleet and equipment management, and planning and development control. The department also handles refuse collection and disposal, plan appraisals, building inspections, as well as the design, construction, and upkeep of roads, stormwater drainage systems, and bridges.
Social Services Committee
The Committee is tasked with delivering social services, managing housing, and coordinating development partners for the local authority. It also focuses on natural resource management and environmental protection within the local government’s jurisdiction to promote environmental, social, and economic sustainability for its residents.

District Development Committee
The Committee Chairperson is the District Development Coordinator, Mr. W. Mashava. Members of this Committee are the Council Chairman, Ald. Makuyana Godfrey, Admin & HR Committee Chairperson, Finance Committee Chairperson, Audit Committee Chairperson, Technical Services Committee Chairperson, Social Services Committee Chairperson; Government departsments, Development partners, parastatals and Town Council.
