The Department
The Social Services Department of Chipinge Rural District Council, headed by the Social Services Officer, Mr. Microt Mudodo, is tasked with delivering social services, managing housing, and coordinating development partners for the local authority. It also focuses on natural resource management and environmental protection within the local government’s jurisdiction to promote environmental, social, and economic sustainability for its residents.
The department’s key responsibilities include providing social amenities, education facilities, and Early Childhood Development programs, as well as managing recreational and leisure facilities, burial spaces, and rural water supply systems. It oversees sanitation and hygiene activities, coordinates development partners’ initiatives, delivers public education and information services, and handles housing and business services. The department further supports civil protection efforts, conducts training for School Development Committees, establishes and supervises health centers, organizes health center committee training, and provides sundries and ambulance services. Additionally, it works to reduce human-wildlife conflicts, protect the environment, conserve resources, promote environmental education and awareness, and enforce Council environmental by-laws.
The Committee
The Social Services Committee reports to Full Council for ratification of its proceedings and is serviced by the the Social Services Officer, Mr. Microt Mudodo.
Responsibilities
Social Services responsibilities include establishing health service centres and providing various health services, including farm health programs, village community worker initiatives, and outreach services. It is also tasked with managing primary, secondary, and pre-schools, as well as cemeteries. It oversees the development and maintenance of community centres, halls, libraries, parks, and sports grounds, in addition to establishing ambulance services. Furthermore, the Social Services coordinates the activities of development partners. It plays a key role in fostering positive relations between the Council, its communities, and stakeholders through civic awareness meetings. Finally, it prepares the Committee’s income and expenditure estimates and submits recommendations to the Finance Committee.
Composition of Committee
Social Services Committee is composed of eight (8) Councillors appointed by Council. The Committee Chairperson is Cllr. Mapungwana Chineni. The Committee Vice Chairperson is Cllr. Chauke Liberty of Ward 29.
There are six (6) Committee members namely Cllr. Muzondi Jonathan of Ward 26, Cllr. Mhuru Evelyn of Ward 22, Cllr. Sithole Dauglas of Ward 17, Cllr. Mtisi Locadia, Cllr. Mahlareni Gladys, and Cllr. Mavhisa Chipo. The Commitee Officer is Ms. Siphikile Marango. The Committee meets once every quarter for its deliberations.
