The Department

The Technical Services department of Chipinge Rural District Council, headed by District Engineer, Eng. Henry Dhliwayo, oversees infrastructure development and the delivery of technical services across the district.

Its responsibilities include road maintenance, fleet and equipment management, and planning and development control. The department also handles refuse collection and disposal, plan appraisals, building inspections, as well as the design, construction, and upkeep of roads, stormwater drainage systems, and bridges. Other duties involve clearing bushes, creating new stands, preparing master and local plans, stand showing, resolving boundary disputes, conducting beacon searches and relocations, as well as managing the issuance and administration of leases.

Technical Services Committee

The Technical Services Committee reports to Full Council for ratification of its proceedings and is serviced by the District Engineer, Eng. Henry Dhliwayo.

Responsibilities

Technical Services is responsible for regulating infrastructure development within the district and coordinating various developmental activities across the council area. It prepares annual income and expenditure estimates, which are then recommended to the Finance Committee. Additionally, it implements by-laws aimed at preventing any actions that may cause damage to the council’s roads. Technical Services also plays a key role in promoting investment within the council’s jurisdiction.

Committee Composition

The Committee is composed of seven (7) Councillors appointed by Council. The Committee Chairperson is Cllr. Munoko Willard of Ward 8. The Committee Vice Chairperson is Cllr. Dhliwayo Lazarus of Ward 7.

There are five (5) Committee members namely Cllr. Ngadziore Tadious of Ward 19, Cllr. Simbini Jack of Ward 27, Cllr. Gavhumemde Pioneer of Ward 25, Cllr. Chikukwa Kudakwashe of Ward 30, and Cllr. Muyambo Alice. The Commitee Officer is Ms. Siphikile Marango. The Committee meets once every quarter for its deliberations.
