The Department
The Finance department of Chipinge Rural District Council is led by the Treasurer, Mr. Rekai Elias Murire. Its primary focus is ensuring the financial health of the local authority through efficient management, accountability, and the promotion of the value-for-money principle across all departments.
Key functions of the department include managing debtors and creditors, overseeing billing and revenue collection, and handling central accounting operations.
The Committee
The Finance Committee reports to Full Council for ratification of proceedings and is serviced by the Treasurer, Mr. Rekai Elias Murire.
Responsibilities
The Finance Committee is tasked with preparing estimates and supplementary estimates of income and expenditure in accordance with Section 121 (3) of the Rural District Councils’ Act (Chapter 29:13). It ensures the establishment of a system of checks and balances, adheres to financial management guidelines for both internal and external audits, and produces financial statements. Additionally, the Committee oversees the writing off of assets, the sale of assets that are no longer required, the payment for newly acquired assets, and the collection of revenue.
Committee Composition
The Committee is composed of seven (7) Councillors appointed by Council. The Committee Chairperson is Cllr. Sithole Piason of Ward 10. The Committee Vice Chairperson is Cllr. Guzura Nyaradzo of Ward 9.
There are five (5) Committee members namely Ald. Mlambo Patience of Ward 18, Cllr. Dzambo Jenifer of Ward 3, Cllr. Simango Simbarashe of Ward 15, Cllr. Hama Wishes, and Ald. Muzamano Phineas Banganisayi of Ward 6. The Committee Officer is Ms. Siphikile Marango. The Committee meets once every month for its deliberations.
